Mass Immigration Via S.386 & "Population Refugees" — The Greatest Environmental Threat — Help Push The Solution

Consider a question asked often by pro-illegal-immigration/open-borders supporters.

What happens to the USA’s economy (and environment) if 20 million people go away?

Indeed, just what would happen? Consider these pithy points from Rocky Mountain News reporter, Tina Griego.

“Over one million of Mexico's poorest citizens now live inside and along our border from Brownsville, Texas, to San Diego, California, in what the New York Times called, 'colonias' or new neighborhoods. Trouble is, those living areas resemble Bombay and Calcutta where grinding poverty, filth, diseases, drugs, crimes, no sanitation and worse. They live without sewage, clean water, streets, roads, electricity, or any kind of sanitation.” (cf Tina Griego, “What If They Left,” Rocky Mountain News, 08/26/2019)

The New York Times has branded these abysmal areas as “America’s new Third World.” If some of these 20 million newest residents went away, so would much of the USA’s poverty. That’s part of how much we have to lose, and there is more!

Griego continues with statistics familiar to BALANCE activists:

  1. $14 Billion to $22 Billion dollars Expenditure on illegal aliens on welfare.
  2. $7.5 Billion dollars per year on Medicaid. 
  3. $12 Billion dollars per year are spent each year on primary and secondary school education for children here illegally plus $27 Billion dollars each year for education for the American-born children of illegal aliens, known as anchor babies.
  4. $3 Million Dollars 'PER DAY' is spent to incarcerate illegal aliens. That's $1.2 Billion a year. 
  5. 28% percent of all federal prison inmates are illegal aliens.

And the NET Costs of Legal Immigration are even more staggering. The NET estimates that the cost of Legal Immigration to U.S. Taxpayers of $ 330 Billion per year — a bill which falls to the American Federal Taxpayer (i.e., not including State & Local Costs). So add that.



Absent a change in U.S. policy, the colonias of legal and illegal aliens (a politically incorrect term, but it is legally correct)  farther inside America’s borders are expected to increase to many million residents, adding to those millions of aliens who have already migrated to the interior of the USA.

Potential passage of S.386 (sponsored by Kamala Harris, D-CA) would open the floodgates to even more Legal Immigrants than we accept now, including 300,000 Indian H1B workers per year plus their families! A threat to pass any week now, S.386‘s companion has already passed the House

This surge of immigration would only increase the pressure to emigrate to Lifeboat USA.

The success of some immigrants propels other potential movers into motion.

Now for the environmental impacts. Consider a recent article in the Spectator-US by Lionel Shriver:

“When last week’s IPCC report warned that the human race may soon have trouble feeding itself, my reaction was: duh. Having pooh-poohed the 1960s ‘population bomb’, … we’ve grown complacent about increasing our 7.7 billion world population by at least a quarter in the next 30 years, and by about half in 2100, when we’re likely to number around 11 billion.

“Perhaps it’s forgivable that an outfit called the ‘Intergovernmental Panel on Climate Change’ would blame a perilous future food supply on climate change. … After all, what causes climate change? Even according to the most fervent of climate activists, the culprit is people. More people, more carbon emissions: double duh. [Remember that! (Ed.)]

“… But then fertility in the West plummeted to below replacement rates virtually overnight. Though also subsiding, birth rates still remained concerningly high in what we then called ‘the Third World’.

“… As Africa’s population almost doubles by 2050 and reaches an anticipated 4.3 billion by 2100, expect more of this fig leafery. The resultant migrants to Europe will all be branded climate refugees. But in the main, on a continent that has never been especially hospitable to human life, they will really be population refugees. …

“I’ve been uncharacteristically agnostic about climate change — sorry, Guardian, climate emergency. It’s actually the graph of human population….

“The weird thing about this issue is the feeling it seems to evoke in the West of orgiastic guilt. What makes the great and the good so at ease with raising the climate alarm is the often-tacit assumption that global warming is all the West’s fault. That makes inhabitants of Africa and the Middle East victims of our own short-sighted profligacy. Brilliant. Break out the hair shirts.

“…[T]he numbers are shocking all right, but I may not be referring to the statistics you think I am.

“As of 2017, of worldwide carbon emissions, the US accounted for 13.7 percent, Canada 1.6 percent, Down Under 1.1 percent, and the entire EU 28 only 9.6 percent. Ergo, ‘the West’ is responsible for a mere 26 percent of emissions. …

As for the trend, emissions in the US and EU are steadily coming down. Starting in 1990, a graph of ‘other countries’ (that is, excluding the US, the EU, China, Russia, India and Japan) traces an unrelenting upward trajectory with a gradient of about 45 degrees. These ‘other countries’ now match China in total emissions.

“… The biggest driver of climate change and every other global headache you care to name — species extinction, deforestation, desertification, ocean acidification, pollution, fresh water scarcity, oceanic plastic, soil erosion, ‘irregular’ migration — is people. Too many of them, and born too fast. [Emphasis added. (Ed.)]

“At least another 2.3 billion more neighbors are on their way by 2050, and they will all aspire — understandably — to a western lifestyle. …”

In sum, overpopulated China and India together account for at least half of all emissions.

Importantly, it is the still-growing populations of China (with over 1.3 Billion people) and India (about the same number and growing faster) which produce the most CO2 and cause the most other environmentally destructive Effects.

Understandably, this pressure from citizens of these countries to emigrate to Lifeboat USA is great and it is thus not surprising that S.386 would admit 300,000 Indian Workers per Year (plus their families) Of course, they do come to work. Stated another way, they come to compete for Americans’ jobs, thus Depressing  Wages and causing unemployment. These effects add to citizens; need for welfare, so they are at American Taxpayers’ expense. Over 5 Million Americans have lost their jobs since 2005 as a result of the USA’s import of Cheap Labor Lobby (see The NET Costs of Immigration Study).

Nevertheless, the Senate may pass S.386 because the Cheap Labor Lobby has immense power in the U.S. Congress.

A first Giant Step toward Solving the Over-population Problem in these sending countries would be to Dramatically reduce the ability to emigrate from them.

Research shows that reducing immigration from sending Countries reduces Fertility Rates in those countries. The why is simple: people want/tolerate additional dependents when they are optimistic. Thinking it possible to move to a richer country is a strong reason for optimism.

This effect is known as the Fertility Opportunity hypothesis, explained in The Vanishing American Dream by Dr. V. Abernethy, Professor Emeritus at Vanderbilt University Medical School. In sum,  allowing emigration from a Sending Country provides Opportunity for whole families. If some of their members emigrate to the USA where they are able to work and to send home remittances, those remaining at home can afford larger families. Fertility rates in the sending countries stay high or actually rise.

Similar conclusions were reached by Dr. Anne Brittain of the Department of Anthropology, University of Miami Coral Gables.

“…Those districts with the greatest stability of population had the lowest child-to-woman ratios, suggesting that the anticipated loss of children to migration may be an important factor in maintaining high reproductive rates.”

“… Instead, the probability of emigration accounted for 34 percent of the variation in the crude birth rate, which increases in emigration being followed by increases in the birth rate five years later.”

In sum, with the world population increasing by 80 Million per year, the pressure to come to the USA will only increase. Americans can help sending countries reduce their overpopulation problem by reducing or stopping immigration from them.

If we ignore these facts, will Lifeboat USA sink?

Or “merely” become an overpopulated Environmental Disaster like China and India and the rest of the NON-Western World which together generate 70% of the World’s CO2?

THE SOLUTION:

Re Illegal:

  • Complete the Wall
  • Implement e-Verify
  • Require asylum seekers to apply and wait for a decision before entering the USA
  • Require proof of kinship to protect children

Re Legal:

  • Most Important: since the “Slots” allowing Legal Immigration (e.g., the Uncapped Asylee Category) are Magnets for Illegal Immigrants and since the numbers of Legal Immigrants is Far Too High anyway, it is also essential to enact an all-categories-included Zero-Net Moratorium on Legal Immigration.  A Zero-NET Policy  (i.e., where Immigration equals Emigration) would still allow 150,000/year Legal Immigrants including asylees and refugees. Enactment of an all-Categories-included Zero-NET MORATORIUM on Legal Immigration!
  • A strong preference in hiring be given to Americans and especially those 5.9 Million displaced by immigrants since 2005.
  • Require asylum seekers to apply and wait for a decision before they enter the USA.

Unfortunately, S.386 is counter-productive on all counts. The Center for Immigration Studies concludes that this Bill would

“…dramatically change our employment green card distribution system by eliminating a safeguard that prevents green card numbers from being monopolized by citizens of one or two countries.  Known as the “per country cap,” this provision ensures that the employment-based visas are available to a truly global pool of talent in a wide variety of occupational sectors.  It should not be scrapped; eliminating it would benefit one industry (Big Tech) and two groups of applicants (Indian tech workers and Chinese investors) and squeeze out all others.  …

“This bill (S.386)  would reward the employers who literally replaced American workers with hundreds of thousands of low cost and less skilled contract workers who entered on temporary visas (mainly H-1Bs), often working in the tech sector.  These employers are mainly Big Tech and foreign outsourcing companies.  …

“…If this bill becomes law citizens of India will get more than 90% of the professional employment green cards, according to USCIS – for at least the next 10 years.  …

“HR 1044 (companion to S.386 which already passed) reportedly also includes a provision to eliminate the per country cap on the EB-5 category, which enables foreign investors to receive green cards.  If passed, the result would be that primarily Chinese investors would receive these green cards, with citizens of other countries largely squeezed out.”
