The Battle Lines are drawn and the stakes are high this Fall.

  • The Bush Administration is going all out to Amnesty Millions of Illegal Aliens this Fall through a bogus Guest-Worker/Earned Legalization Bill.

  • Contrary to reports that the Amnesty is dead, President Bush and Homeland Security Secretary Michael Chertoff continue to press for an Amnesty for Illegal Aliens.

    As Chertoff recently put it, "We're going to need more than just brute enforcement. We're going to need a temporary worker program as well." ("Enforcement First," Investors Business Daily, October 19, 2005)

  • Big Money Donors are being shaken down for $50,000 to $250,000 EACH, according to the L.A. Times.

    "Corporations and advocacy groups with a direct interest in immigration... are being aggressively targeted for membership. Those being courted include Microsoft Corporation, Walmart Stores Inc., and ("Immigration Rising on Bush's To-Do List" L.A. Times, July 24, 2005)


THE WAY TO MAXIMIZE PRESSURE TO STOP THIS ILLEGAL ALIEN AMNESTY IS BY PUSHING FOR A MORATORIUM BILL!


Only by pushing for a Moratorium do we:

1) Call the whole Enterprise of Mass Immigration into Question and put the Open Borders lobby on the defensive.

2) Demonstrate the dynamic links between legal and Illegal immigration: the facts that legal Immigration attracts and aids Illegals through the Family Magnet and the Safe Harbor effects.

3) Avoid the flawed category approach used by the Neo-Con Mass Immigration Management groups which has NEVER worked because it seeks to solve the immigration problem piecemeal, category by category. In fact this approach has in the past resulted in an opportunity for the Open Borders lobby to increase immigration, category by category. In 1990, the Open Borders lobby turned a "reform" bill into a good hunting opportunity for themselves - by using the category approach to increase legal immigration by 40%.


New Legislation:

- An Immigration Reform Bill has recently been introduced by Tom Tancredo (R-CO) -H.R. 3700, The Reducing Immigration to a Genuinely Healthy Total Act of 2005 (The RIGHT Act).

This Bill would achieve several worthy goals, but contains major flaws.

Nevertheless, WE BALANCE SUPPORTERS CAN HELP FIX THE BILL, Encourage Its Passage, AND RENDER IT A POTENT FORCE FOR IMMIGRATION REDUCTION!

- The positive features of the Bill are sun-setting provisions of prior immigration enabling bills, helping to prevent immigrants from becoming a public charge, revoking the citizenship of those who vote in foreign elections (Hooray!), and attempting to reduce the categories of family sponsored and diversity immigrants to zero.

- BUT the Bill contains MASSIVE FLAWS, which, fortunately, are correctable. Among the flaws are that it would give the children of all non-citizen Lawful Permanent Residents U.S citizenship at birth and, perhaps worst of all, would create a new uncapped category of De Facto Immigrants: this Category could be called the "ANCHOR GREEN CARD HOLDER" category.

- The provisions of this new ostensible non-immigrant Lawful Permanent Resident ("LPR") category would allow the spouses and minor children of ALL lawful permanent residents to become De Facto permanent Immigrant residents through the device of "Indefinitely" Renewable Visas.

- The largest category of Lawful Permanent Residents are Green Card Holders. The Census Bureau estimates that 10 million are now in the United States, and an additional million come annually.

The visa renewability feature would allow the Spouses and Minor Children of ALL TEN MILLION GREEN CARD HOLDERS TO BECOME DE FACTO PERMANENT IMMIGRANTS and to enable ANY PROSPECTIVE SPOUSES AND CHILDREN to have renewable visas (i.e. to become immigrants in fact) indefinitely - another chain migration nightmare!
(Imagine the demand for green card holders as marriage partners and the number of marriages that would instantly legalize Illegal Aliens) - PLUS the instant legalization of the spouses and children of the tens of thousands of LPRs who come ANNUALLY!

- We greatly admire the Congressman's efforts on behalf of reduction and know he is serious about his oft-stated position that pushing a moratorium is the only way to get reductions. BUT clearly, Congressman Tancredo was poorly served by those who helped him draft these loopy provisions, and we have reason to believe it was the Neo-Con mass immigration group Numbers USA which was the culprit.

The Bill certainly reflects Numbers USA's publicly stated disinclination to deport any significant number of illegal aliens and its De Facto refusal to push for a moratorium bill which is the only way to achieve U.S. population stabilization which it claims it supports. In any event, Numbers USA publicly announced support for this bill immediately after it was dropped and WITHOUT QUALIFICATION, even though this bill would surely add millions to U.S. population growth!

SO LET'S HELP HEAL THIS BILL FROM ITS ENCOUNTER WITH THE NEO-CON MASS IMMIGRATION MANAGEMENT GROUP. LET'S PUSH AN AMENDMENT TO MAKE IT THE MORATORIUM BILL THE CONGRESSMAN HAS ALWAYS WANTED! BUT WE MUST ACT ON THE MORATORIUM BILL NOW TO BE IN TIME TO STOP THE ILLEGAL ALIEN AMNESTY!

And here's how:

FOREMOST, make a moratorium the centerpiece of the Bill. A moratorium of 100,000 immigrants, (including those granted Lawful Permanent Residence and "indefinitely renewable" visas) annually should be couched in terms of the carrying capacity of the United States and the need to stabilize population size. The many potential benefits of a non-growing population should be cited: reduced growth in energy use, reduced farmland loss, reduced wage depression and job loss, and reduced environmental degradation, among many
others.

It follows that the "Anchor Green Card Holder" provisions of the Bill would be swiftly eliminated. These simple changes - all congruent with Congressman Tancredo's oft-stated support for a moratorium - would make this Bill into model legislation that all of us at Population-Environment BALANCE and the ASAP Coalition would be proud to support.

Going forward, population stabilization would be a continuing goal and rationale for appropriate enforcement of existing laws regarding illegal aliens - including sanctions against employers of illegal aliens and against those who subvert U.S. law by facilitating the movement of illegal aliens amongst the population of legal aliens and citizens.
The limited carrying capacity of the United States - most recently brought home by the rising energy prices that probably signal an approach to "peak oil" - no possibility of further production increases and, most likely, imminent production declines - make it imperative to stop population growth.

An immigration Moratorium on all immigration (including LPR's and "indefinitely renewable" visa holders) in excess of 100,000 per year is logically necessary. Stabilization is consistent with 100,000 immigrants, but NO MORE, annually.

2) Demand a Moratorium! Call, fax, and write your Senators and Representatives and urge them to support a Moratorium. Specifically, tell them to support H.R. 3700, but amended so as to include a moratorium on all immigration in excess of 100,000 for five years, the highest number we can admit and still achieve U.S. population stabilization.
